San Diego's Water Rates Punish Customers Who Conserve and Reward Waste

In our letter to Roger Bailey, the Director of the San Diego Public Utilities Department (SPUD), we detail how current water rates punish those who conserve, while rewarding those who waste water. This kind of rate structure is illegal and we demand that the City take action. We explain that the solution is to change our rate structure to a budget based rate structure. These structures are more fair and actually reward customers who conserve. Several cities like Los Angeles and Irvine have implemented them, so there is no excuse for San Diego.
At the request of the Mayor last September, SPUD started looking into such a structure. It's no surprise that very little has been done since then, and it wasn't until we submitted this letter that City Council started pressuring SPUD to get back on the ball. SPUD now claims that it'll take them until the end of April to get a technical expert, and we'll have to wait until the end of this year to get an analysis. The City's slogan is "No Time To Waste, No Water To Waste." I don't know about you, but taking 8 months to hire a water rate expert, while the rest of suffer under this unfair rate structure sounds like a lot of wasted time and water to me. We will do everything we can to speed up this process and get a fair, legal water rate system in place.
