We Have the Power to Impact Our Future, and We’re Doing Something About It

UCAN has been San Diego’s leading force for keeping utility rates in line since 1983, representing your interests as an individual or small business ratepayer, to have affordable electric, gas, TV and cell phone bills. Every single utility customer in San Diego County benefits from UCAN’s work, and we need your support to keep this work going.

Being San Diego’s dedicated utility watchdog takes expertise, time, staff coordination and… money. What do we do? We advocate!  Below are some of the things we do.

Pursues Fair Utility Practices

Whether it’s a hefty rate increase we oppose or a class action suit for unfair billing practices, each case UCAN takes on requires hundreds of hours of legal time and input from experts to present our position to the appropriate court or regulatory agency. UCAN works with only a small fraction of the budget that the utilities have in arguing their side of each issue, and we’re proud of how far we stretch our budgets. The return on investment – ratepayer dollars saved compared to what UCAN spends to achieve those savings – is enormous. It benefits everyone and is invisible to most.

Intervene with Utilities on Behalf of Individuals

Each individual utility bill or service issue receives dedicated staff attention, often many hours worth, from both our volunteers and paid staff experts. While most utility customers will never need this help, UCAN’s grass-roots support is an integral part of our consumer advocacy mission.

Jason Zeller has over thirty years of professional experience in public utility regulation, including experience in all of the industries regulated by the CPUC. Previously he served as an Assistant General Counsel at the Commission for twelve years and was a staff counsel for six years. Jason is a graduate of Claremont McKenna College and New York Law School. He also holds a Master’s in Urban Affairs and Policy Analysis from The New School. He is an active member of the California State Bar Association.
